How to Qualify for Government Mechanical Contracts in PA, NJ and DE

Published October 25, 2026 · By ExpansionSignal

Registration, classification and bonding steps HVAC and mechanical contractors take before bidding state public works in Pennsylvania, New Jersey and Delaware.

Before you can bid state public works, each state wants to know who you are and what you can handle. The steps differ across Pennsylvania, New Jersey and Delaware. Here is what each state's official pages say, as of the date at the top of this guide.

Pennsylvania: DGS vendor registration

DGS says construction contractors interested in its contracts must first complete the vendor registration process, then follow bidding opportunities on PA eMarketplace. DGS also publishes its standard construction contract and contract bond (2020 edition), worth reading before your first bid so the bond and contract terms are not a surprise. Counties, municipalities and school districts set their own requirements in each solicitation.

New Jersey: DPMC classification

New Jersey is stricter. According to DPMC, a contractor must be classified by DPMC to be eligible for DPMC-administered construction work, as well as construction projects for school boards and various New Jersey public agencies.

  • Apply with form DPMC-27. It describes your financial ability, organization, ownership, equipment and prior experience, with a financial statement prepared by a CPA or public accountant.
  • Pay the fee. DPMC's application page lists $100 for the online application, plus a $4 convenience fee.
  • Know your rating. DPMC assigns the trades you may bid and an aggregate rating, the total value of public and private work you may carry at one time.
  • Plan for bonds and labor rules. DPMC's instructions to bidders cover bid bonds and performance and payment bonds, and DPMC notes public works contractors are subject to prevailing wage and contractor registration requirements.

Delaware: watch the central directory

Delaware posts state solicitations in its Bid Solicitation Directory and offers email alerts through the Delaware Notification Service. Requirements such as bonding and licensing are set in each solicitation, so read the documents and send questions to the contract officer named on the detail page.

Federal work

Federal facilities in the region (VA medical centers, military installations, federal buildings) post opportunities on SAM.gov, where contractors register before bidding.

A short checklist before your first public bid

  • Registration or classification complete for the state and owner.
  • Bonding capacity confirmed with your surety for the project size.
  • Mandatory pre-bid meeting attended, if required.
  • All addenda downloaded and acknowledged.
  • Set-aside eligibility checked (for example, small business enterprise projects in New Jersey).
