How to Find Commercial HVAC Bids in Pennsylvania

Published October 25, 2026 · By ExpansionSignal

The official portals, notices and bid results Pennsylvania HVAC contractors can use to find public and private commercial work, and how to tell a real bid from a research lead.

There is no single list of every commercial HVAC bid in Pennsylvania. State agencies, universities, counties, school districts and municipalities each choose where to post, and private owners rarely post at all. Below are the official sources worth checking each week, and how to judge what you find.

1. Commonwealth construction bids: DGS and PA eMarketplace

The Department of General Services (DGS) manages construction for many state facilities, including state office buildings, state universities and correctional institutions. Its bidding page lists current projects out to bid and links to PA eMarketplace searches for construction bids and RFPs. Three items on that page are especially useful:

  • Notice of forthcoming construction procurements. A list of projects DGS expects to bid, so you can plan staffing and bonding before the bid opens.
  • Potential bidder list. DGS says it updates this list every Monday. It shows who has picked up documents, which tells you who you are bidding against.
  • Bid tabulations and awards. Past results show the prices that won. DGS award lists include separate mechanical contracts, for example DGS 972-09.2 at Landis Valley Museum, awarded on September 1, 2026 for $1,989,000.

DGS requires construction contractors to complete its vendor registration before bidding.

2. Local agencies on PennBid and their own sites

Many counties, municipalities and authorities post on PennBid, which charges no subscription. Vendors who win a contract pay a small percentage of its value. Others post on their own websites, often under the business office or purchasing page; school districts are a common example. If you work a defined territory, list the public owners in your counties and bookmark where each one posts.

3. Agency portals for specific facilities

Some state agencies run their own bid systems. The Department of Conservation and Natural Resources posts state park and forest construction bids on its Facility Design & Construction site and takes bids electronically.

4. Early signals: the State Construction Notices Directory

Pennsylvania's directory holds notices for construction projects costing $1.5 million or more, public and private. A notice is not a bid. It tells you a project exists, where it is and often who the owner is, which is the starting point for reaching the general contractor before mechanical packages go out. DGS states it is not responsible for the accuracy of information in the directory, so confirm details with the owner.

Telling a real bid from a research lead

Before you spend estimating time, check four things on the official source:

  • The solicitation is open and the deadline is in the future.
  • The documents include HVAC or mechanical scope, not just a building description.
  • You can meet the requirements: registration, mandatory pre-bid meetings, bonding and any set-asides.
  • You have every addendum.

ExpansionSignal applies the same test. A record is only labeled a Verified Open HVAC Bid when all of this is documented; construction notices are labeled Construction Intelligence. See how it looks on the free sample report, or browse Pennsylvania HVAC bids by county.
